[ssh_x509] PKIX-SSH release 9.2

Dear All,

PKIX-SSH release 9.1 is available for download.

This is a special release that support final OpenSSL 1.1 API.
In the same time specific PKIX-SSH work-around for OpenSSL 0.9.6 API is 
removed.
Note that from long time build requires 0.9.7 at least.

Also in release is with a minor documentation update - adjust X.509 
algorithms in order of precedence ECDSA, RSA, DSA to match code.

Startup script generation of missing RSA1 , keys for SSH protocol v1 if 
ssh1 is not enabled at build time.
